What we do.

White Clay Industries develops energy infrastructure with Tribes and utilities, on and off Tribal land. Three lines of business sit under one operating premise — Native ownership and federal procurement preference are structural advantages, not marketing claims, and we hold them intact in every project entity we form. What follows is what the work actually looks like.

COMMUNITY SOLAR

ONE.Community solar with Tribes

We develop community solar projects with Tribal governments, Tribal utility authorities, and Tribal landowners where the program rules and the interconnection economics support it. The work covers site identification, interconnection queue positioning, Tribal-government consultation and BIA Realty navigation, EPC contracting, the tax-equity and Direct Pay election architecture, and development through commercial operation. The Tribal partner holds the land and the public voice; we hold the development depth and the federal-preference capacity. Where program rules allow, projects are structured to serve Tribal members first and to keep value on the reservation.

UTILITY ENERGY

TWO.Utility-scale energy infrastructure

Utility-scale solar, energy storage, and the grid infrastructure that connects them. We originate sites, structure interconnection, contract EPC, and hold developer position through commercial operation. WCI holds the developer position directly, or partners with established developers when the project requires deeper bench — we bring the right team to the project, whether that is WCI alone or WCI plus a larger partner. The work runs both on and off Tribal land — where Tribal sovereignty, host-tribe sponsorship, and federal procurement preference combine to compress competitive risk, projects are structured to capture that advantage; where the project is off-reservation, the development discipline is the same and the federal-preference framework still applies on the federal-touched portions. Utility off-take or co-development partnership is the typical commercial structure. We do not consult; we develop.

INFRASTRUCTURE

THREE.AI hub infrastructure — through WCI Infrastructure Partners

WCI Infrastructure Partners (WCI-IP) is a development vehicle for AI hubs — data center campuses purpose-built for AI compute. The partnership exists for one reason — AI hub development at hyperscale is its own discipline, and WCI-IP carries the combined depth the work requires. WCI brings Native ownership and federal procurement preference. KAD brings developer experience and operating depth across utility-scale energy infrastructure. JDA brings mission-critical construction and delivery expertise drawn from the industry's largest hyperscale programs. The work itself runs to the same discipline as our utility-scale energy infrastructure development: site identification, energy partner structuring, interconnection, tenant capture, and developer-position economics in the project SPV. Two practices are non-negotiable. First, environmental discipline — water sourcing, cooling architecture, siting against community and ecological impact, and end-of-life planning — is built in at the origination layer, not bolted on at permitting. Second, when the project sits on or near Tribal land, we develop under the same sovereignty-first discipline that runs through every other line of our work.

Where we focus, and where the conversation can go.

Our active focus today is community solar with Tribes, utility-scale energy infrastructure, and AI hub development through WCI Infrastructure Partners. Those three lines carry the work we develop under our own developer position, day in and day out. Our network and our relationships run further than those three lines. WCI has worked with Tribes on a wide range of economic-development questions, and our bench carries operating experience across solar, tribal utilities, fuel and travel-plaza operations, telecom and broadband, federal contracting, and large-scale commercial development.
